Waterfowl have been praised by mankind for centuries. They have inspired poetry, music, and fables, and are often seen as symbols of freedom, strength, and agility. This Plan provides a framework and guidance covering all aspects related to waterfowl conservation. It proposes goals and priorities for these birds in all habitats, from the Canadian Arctic to the coasts of the Venezuelan islands, from Bermuda to the Pacific Islands of the United States, in the places where they nest, during annual migrations and during non-reproductive periods. Advocates its monitoring throughout the continent; imparts impetus to regional conservation planning; proposes conservation planning and action at the national, provincial, state, and local levels;

and leads to a broader context to make way for habitat conservation at the local level. Carried out together, we hope that these activities will ensure the presence of healthy populations and habitats for the waterfowl of the Americas.
This plan is about how to intertwine cultures, opinions, resources, and science to achieve sustainable populations of waterfowl and the appropriate management of their habitats throughout all the sites that host them. The most encouraging revelation we had during the years it took us to develop this Plan was the large number of individuals, who, representing all factions of society, are willing and eager to join forces to achieve waterfowl conservation. This shared passion for these birds will continue to be the driving force behind their conservation in the Americas.
